function for
- limit the video frame per second
the dialog
the parameters
- FPS, the frames per second
  - for example video FPS 30, but set 2 here, it mean 2 frame per second give to the encoder, but speed unchanged.
  - it mean, video still running FPS 30, but use frame per 15 frames, the other 28 frames ignored.
note
- for example cut as cool robot dance, lower FPS here to 2, the next:
  - want keep FPS 2 to encoder, this mean this chapter only 2 frame per second to the encoder, work with other video layer.
  - want keep FPS 30 to encoder, because FPS lower to 2, so speed up 15x to make the FPS 30 video, but Effects Play Speed doesn't work, it can speed up, but this effect still 2 frame per second get from it, it will let FPS 60 lower to 30 with speed and time unchanged.
    - but FPS 30 to 2 with speed up 15x to get fast freeze video still can do it, but split as two step:
      - first export as FPS 2 video, then import with 15x speed to make 30 FPS video.

- this is the limit chapter FPS as final, so example of stack mode from Effect Color Alpha also work after 2 FPS not before, so with export and import it will make fast move with illusion possible.
